HEVC/H.265 on Windows 10

Microsoft has removed some HEVC/H.265 codecs from Windows, and if you are not able to open HEVC/H.265 files, you probably need to get either of the following from the Windows Store:

HEVC Video Extensions from Device Manufacturer (Free with supported Blu-ray players?), or

HEVC Video Extensions ($0.99)

This is apparently tied into licensing arrangements between Microsoft and the three different licensing entities claiming HEVC/H.265, based on your history of installing various Windows updates, reinstalling Windows, whether you have a blu-ray player, etc...
