What is the purpose of the PivotCameraScreen and Camera Screen objects when exporting dotXSI?

Can be used for as a placeholder for the image instead of mapping it onto the background.

Why does it animate around? Do I need to do anything different to take that into consideration when working with the dotXSI file or importing my 3d renders into my compositing package?

It stays locked in front of the camera, that's the point of it. If you don't want it, delete it. That's a lot easier than making one if you want it and don't have it.
